Press release: Telliskivi Is Evolving! Capital Mill’s Apartment Buildings Enter a New Stage of Construction

The work on the two apartment buildings of Capital Mill in Telliskivi area has begun. Representatives of the builders and partners laid the cornerstone today for the buildings now in progress. A home with a total of 12 apartments will be developed in this unique ultimate value area, combining the lively Kalamaja atmosphere with the peaceful vibe of Pelgulinn.

“For new housing development to be successful, it needs to take into account the traditions and spirit of the area where it’s located while at the same time progress according to today’s needs and ideals,” Capital Mill’s CEO Kaarel Loigu said. “The streets are surrounded by an environment that can only be found in this part of Tallinn, of which locals and tourists are quite fond of,“ added Loigu. ”We are building two unique apartment buildings in Telliskivi that suit many different lifestyles. The street-facing building will be rebuilt, retaining its historic façade, while the building in the courtyard will be a new building from the ground up. The result is a cozy and complete living environment with a range of layouts adaptable to a couple or a single person, a young and larger family,” says Loigu.

The address of Telliskivi 8 brings you the highest standard of urban living — Telliskivi Creative City, Balti Jaama Market, tempting restaurants, as well as galleries are located just a stone’s throw away. At the same time, the green space, bicycle lanes, and a serene inner courtyard offer a peaceful and private living environment.

“There are not many projects on the outskirts of Tallinn city center where a new development would so naturally blend into the historical city fabric. Telliskivi 8 has received a significant amount of interest already in the presale period, thanks to its location. Many of the courtyard building’s apartments are already under contract. The larger apartments, which are also particularly secluded and well-planned, are targeted at families with children, says Loigu. The present real estate market is buyer-friendly, he said, indicating banks are ready to dole out home loans, the criteria for loans have relaxed, and interest rates are at their lowest in years.

Construction of Telliskivi 8 was commenced in March 2025 and is scheduled for completion in January 2026. Construction is being performed by Remart Ehitus OÜ, and the project is implemented together with DVF Estate OÜ.

Besides Telliskivi 8, Capital Mill is currently looking for new homeowners for the Lanneserva row houses, Luisenthal Boutique and Grünberg House, offering people looking for a new place a chance to find their perfect home in Tallinn in a variety of neighborhoods.

Capital Mill awarded its namesake scholarship for the second year in a row

Last week, we awarded our namesake scholarship for the second time, and this year’s recipient is Tekla Liisa Vilberg, a master’s student at Tallinn University of Technology. Congratulations!

Tekla Liisa stood out with her thoughtful and comprehensive approach, focusing on sustainable solutions to make both new buildings and renovations more environmentally friendly—starting from the early stages of planning and design. Her work also explored the concept of a green quarter, a vision we at Capital Mill are pursuing in cooperation with the City of Tallinn in the development of the new Maakri district. In addition, she emphasized the importance of green certification systems, which we also consider essential for promoting sustainability.

The Capital Mill scholarship is valued at €3,000 and is awarded to an outstanding master’s student in the School of Engineering at Tallinn University of Technology. The scholarship is administered through the university’s Development Fund.

We are proud to support future engineers who are shaping tomorrow’s urban spaces with intelligence and responsibility!
